Medical Referent – South Sudan – F/M
South Sudan has confirmed more than 100 cases of COVID-19 since early May 2020, While COVID-19 is fundamentally a public health emergency, it will have a significant socio-economic impact on local population. Modelling by the WHO and CDC estimates that 500,000 to 1 million people will contract COVID-19 in South Sudan. With global oil prices in freefall, they will be decline of revenue f and potentially reducing their access to foreign exchange and depressing the market exchange rate.
Raja County has a total population of 58 000 individual, among 15,452 are children between 6-59 months (18%), while 21,461 are between 5 to 15 years old (25%). Physical access during rainy season (June – September) is one of the limitations reaching communities. ALIMA manages the County hospital in Raja in collaboration with HealthNet TPO and it established a stabilization center in Deim Zubeir (5 hours’ drive) primarily for sexual reproductive health. During the rainy season, the two health facilities are cut off due the flooded rivers and make difficult to deliver emergency medical care. When the rivers downpour, roads are cut off leaving population isolated and more likely to adopt negative coping mechanisms. According to the FSNMS the GAM prevalence is 15,5%, and SAM prevalence (6-59 months) is 3,6% (07/2019), both figures are above the WHO threshold (respectively 15% and 3%)

The Medical Referent ensures the proper functioning of the medical activities under his/her responsibility, defining and implementing ALIMA’s policies, protocols, and procedures to guarantee the quality of healthcare and improve health conditions of the target population.
The Medical Referent reports directly reports to the Project Coordinator and maintain a technical relation with Medical Coordinator for all medical issues identified at duty station. He/She in charge of:
Implementation of Programs
- Coordinate, assess and supervise the proper functioning of the medical activities, according to MOH /or ALIMA protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
- Checks all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers...) are correctly carried out according to MOH /or ALIMA procedures.
- Coordinate and monitor the Daily/Weekly/Monthly/Yearly working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...).
- Coordinate, supervise and give support to the medical team members performance to improve the medical components of the project and ensure compliance with MOH/ALIMA protocols and standards as well as MoH (Ministry of Health) protocols
- Participate in the program / project follow-up, supervises, and ensures that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service.
- Take lead in preparing the monthly reports according to guidelines (i.e. Sitreps, medical statistical reports, and databases etc.) and definition of annual planning, budget for the project
- Participate in the monthly definition of annual planning, budget for the project
- Take care of health of all expatriates and help guide the treatment and care of sick national staff in accordance to protocols and guidelines
- Take lead in planning and implementing project trainings to build capacity of national staff on approved topics or workshops.
- Participate in ensuring rehabilitations of projects facilities are done in accordance to accepted standards by guiding the construction teams and logistic on appropriate universal standards acceptable by South Sudanese Government
- Participate actively in MIN-MAP and MAP meeting to draw lesson learnt, identify, and share challenges and fix remedial direction.
- Represent ALIMA in field on all medical related activities among partners and government authorities in consultation with project coordinator and medical coordinator.
- Take lead in emergency preparedness and response to disease outbreaks and epidemics in the catchment area of Western Bahr El Ghazal.
Operational pharmacy management
- Prepare the medical orders needed to implement the medical activities under his/her responsibility, and identified non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
- Ensure an efficient pharmacy and medical equipment management and monitor the rational use of them.
- Provide an efficient supervision on ALIMA project field pharmacy and medical equipment, in conjunction with the Logistics area, and monitor consumption follow-up and preparation of drug orders to avoid stock shortages and provide drugs at all circumstances
Human Resources Management
- Plan and supervise in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development, and internal communication) of the staff. These responsibilities are performed to ensure the empowerment of personal under supervision (Knowledge, skills, and ability on duty).
- Identify needs and organize training of the medical staff of the project.
- Implement the health policy for international and national staff; provides all prophylactic and preventive necessary measures, structures, and emergency plans; manages any medical evacuation to ensure ALIMA staff health.
Ø Essential Medical Doctor Degree. Masters in any health-related discipline is a plus.
Ø Essential minimum 2 years’ experiences as a medical doctor in medical activities related jobs.
Ø Desirable working experience with International medical NGO in developing countries.
Ø Working experience at management positions is essential.
Ø Working experience in nutritional projects is an asset.
Ø Desirable: Experience in tropical medicine, or post-registration experience in Public Health, obs and gynae, pediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine, or minor surgery.
Ø English Speaking, reading, and writing, mandatory. French is an asset.
Ø Essential computer literacy (word, excel, internet)

Contract term: contract under French law, contract length: 4 months, renewable.
Salary: depending on experience + per diem

- Travel costs between the expatriate’s country of origin and the mission location
- Accommodation costs
- Medical Insurance cover from the first day of the contract to a month after the date of departure
from the mission country for the employee
